समस्या क्या है?

देश में गर्मी बढ़ रही है, लेकिन बड़ा सवाल है — कितने लोग सच में heat wave से मर रहे हैं? Telangana का case सबसे अजीब है। NCRB के अनुसार साल 2024 में वहाँ 116 heat deaths हुई थीं, लेकिन Telangana Government के records में सिर्फ 10 मौतें दर्ज हैं।

अंतर: 106 deaths कहीं खो गईं! यह तो बहुत बड़ी discrepancy है।

आंकड़े क्यों अलग हैं?

दोनों agencies अलग-अलग तरीके से deaths count करते हैं। NCRB सिर्फ police reports देखता है — अगर death certificate में heat stroke लिखा है, तो count हो गया। बस।

लेकिन Telangana के नियम बहुत strict हैं। Medical officer की जरूरत, post-mortem examination, temperature records, witness accounts — सब कुछ। इसीलिए उसके सिर्फ 10 deaths official हैं।

National Picture और भी बुरी है

Telangana अकेला नहीं है। पूरे देश का data confused है:

  • Bihar: 422 deaths (सबसे ज्यादा) — लेकिन proper monitoring नहीं
  • Uttar Pradesh: 352 deaths
  • Odisha: 139 deaths
🚨 समस्या: NCRB, NDMA, IMD, MoES — सभी के अलग-अलग numbers हैं। किसी का भी agreement नहीं है। तो real deaths कितनी हैं, यह कोई नहीं जानता।

असली चिंता क्या है?

जब system सही से count नहीं कर सकता, तो सरकार prevention के लिए किन areas को target करेगी? किस community को priority देगी? Budget कहाँ लगाएगी? सब कुछ सही data पर निर्भर करता है।

India Meteorological Department को warning है कि 2026 में Telangana में और भी ज्यादा heatwave days आएंगे। ऐसे में accurate data होना बहुत जरूरी है।

यह सिर्फ numbers की बात नहीं है — यह lives का सवाल है। जब तक हम सही से count नहीं कर पाएंगे, तब तक proper response भी नहीं आ सकता। सरकार को सभी agencies के लिए एक standard methodology बनानी चाहिए। NCRB, NDMA, IMD सब को एक ही system follow करना चाहिए। अभी जो scatter data है, उस पर कोई भी rely नहीं कर सकता।
